ASHLAND —
The Ashland Board of City Commissioners gave second reading to and approved the city budget for the 2012-13 fiscal year and proclaimed Ashland to be a Purple Heart City at a meeting Thursday evening.
The budget of $48 million is down from last year’s, which was about $49 million, and the general fund is set at $21.7 million compared to $21.1 million last year.
Because the city’s biggest cost is personnel, 12 city positions will not be funded. The positions are currently empty but can be filled later if they again become necessary.
The budget includes changes to the city’s medical care plan and fire department union plan, a renewal of health insurance coverage, changes to benefits and sick leave and adjusted compensation for the mayor and city commissioners.
“I think we have a good budget,” said Ashland City Commissioner Tom Cantrell. “I think the city manager form of goverment is the best ... There are more checks and balances.”
Members of the state Purple Heart organization and the commander of the Ashland chapter of the organization also attended the meeting to officially honor Ashland as a Purple Heart city. The purpose of this proclamation is to honor and acknowledge those who have sacrificed their good health or their lives for the nation’s freedom and to bring awareness to the community that such an organization exists. This honor is at no cost to the city, and the organization provided two signs that will be placed within city limits.
“We are grateful to the people who paid the high price of freedome and put themselves in harm’s way for the good of all. Many citizens in our community have earned a Purple Heart,” said Tom Kelley, Ashland’s mayor. “We want to honor the service and sacrifice of those injured.”
The commission will meet again at 1 p.m. Wednesday.
