Flea market owner, employee arrested

Alleged to have been buying merchandise stolen from local retailers

PROCTORVILLE — Authorities on Saturday raided a Lawrence County, Ohio, flea market and arrested its owner and an employee for allegedly buying stolen merchandise.

Jeffrey Jones, 49, owner of the Proctorville Flea Market, and Lisa Jenkins, 48, a secretary there, both were charged with engaging in a pattern of corrupt activity, a second-degree felony. Both were arraigned Monday in Lawrence County Municipal Court.

Agents of the Lawrence Drug and Major Crimes Task Force executed a search warrant at the flea market on Saturday. The warrant stemmed from an investigation that stolen property, or property purported to have been stolen, was being purchased by Jones, said Tim Sexton, the task force’s director.

According to Sexton, the investigation also revealed the stolen merchandise was coming from people who would shoplift it from retail establishments such as Walgreen’s, CVS and Rite Aid, and would sell it for cash, typically 10 to 25 percent of the retail value.

Those participating in organized retail theft are known as “boosters” and typically become involved to support drug addictions, Sexton said.

Due to severe losses being suffered by retailers, partnerships between law enforcement and retail theft professionals was developed to target those responsible for the stealing, and those buying the stolen property, Sexton said.

The raid was conducted as a result of information and evidence obtained from that investigation, Sexton said.

Additional charges stemming from the investigation will be presented to a grand jury, he said.
