CATLETTSBURG —
A man at the center of a bizarre series of events that culminated with a top football recruit backing out of his commitment to the Ohio State Buckeyes was indicted Monday by a Boyd County grand jury.
Charles Eric Waugh, 31, of Ashland, was named in a true bill charging him with failure to comply with the terms of the state sex offender registry, a Class D felony that carries a one- to five-year prison sentence.
Waugh is also facing revocation of the probated sentence he received in 2008 after pleading guilty to downloading pornographic images of boys younger than 16 from the Internet, meaning he could have to spend the balance of his five-year sentence behind bars.
Waugh was arrested last week by Kentucky State Police. The KSP said it was contacted Monday by the state Office of Probation and Parole about Waugh allegedly being noncompliant with the terms of the registry.
Specifically, Waugh allegedly failed to disclose to Probation and Parole the identities he was using on the Internet, the KSP said. An investigation revealed Waugh had Twitter, Facebook and email accounts under an assumed name, according to the KSP.
In 2008, Waugh pleaded guilty to five counts of possession of material portraying sexual performance by a minor for downloading pornographic images of teenage boys from the Internet. He pleaded guilty and was given five years of probation, on the condition he undergo sex-offender treatment. He was also ordered to register as a sex offender for 20 years.
Waugh recently found himself in the eye of a controversy when Alex Anzalone of Wyomissing, Pa., one of the nation’s top high school linebackers who had committed to Ohio State last month, decommitted from the Buckeyes after being contacted by Waugh.
Waugh also had contacted several Ohio State coaches, athletes and other recruits across Twitter. He also posed for photos with some of them.
Anzalone visited Columbus last month during OSU’s spring game weekend. While there, he and other potential Buckeye recruits posted for a photo with Waugh, who later posted it on Twitter.
Anzalone’s father, Dr. Sal Anazalone, urged his son to decommit from OSU after word began to spread about Waugh. The elder Anzalone told the media he was concerned a man with Waugh’s criminal background had been allowed by the school to get close to his son and the other recruits.
Waugh’s 2008 guilty plea stemmed from a KSP investigation that began when troopers served a search warrant at his home in December 2006.
Waugh is in the Boyd County Detention Center under $5,000 bond.
A grand jury indictment is a formal accusation of a crime and does not establish guilt.

Not guilty plea in death of Boyd baby
