Wurtland housing complex near completion

WURTLAND —  Construction on the initial phase of a new housing development in Wurtland is on schedule to be completed this fall.

Residents are expected to begin moving into the 38-unit Foothills Riverside complex of one-, two- and three-bedroom apartments in late August or early September.

Construction on Riverside Cottages, the second phase of the development that will consist of 32 units for seniors ages 55 and over, will start any day. The cottages should be completed sometime in the fall of 2013.

Foothills Riverside and Riverside Cottages, located on Riverside Boulevard, are projects of the Appalachian Foothills Housing Agency, a non-profit that focuses on providing safe, decent, affordable housing and economic opportunities for low and moderate income families, according to Diane Blankenship the agency’s executive director.

“We are really thrilled with this,” said Blankenship, noting the development is the culmination of “a long, hard process.”

The $12 million development is being funded mostly through federal Low Income Housing Tax Credits, as well as $760,000 grant from the Federal Home Loan Bank and small mortgages on each of the 70 units, said Blankenship.  

The tax credits were awarded by the Kentucky Housing Corporation, and  are an indirect federal subsidy used to develop affordable housing for low-income households and account for 90 percent of all affordable rental housing units. AFHA began working toward receiving the credits in 2009, but the process was extended and complicated by the housing market crash in 2010, according to Blankenship.  

The agency is taking applications for both housing developments now, however, there is a waiting list of more than 200 people for the units. Blankenship said she does not want to discourage anyone from applying for housing.  The agency typically has a waiting list of 300 to 500 people, for residents in Greenup, Carter and Elliott counties, where it administers HUD’s section 8 rental assistance program. “We tell people they are going to be on our waiting list for at least a year,” she said.

Appalachian Foothills Housing was established in 1977 to serve Boyd, Carter, Lawrence, Greenup, and Elliott Counties. It serves primarily Greenup, Carter and Elliott counties with ancillary services in Lawrence, Boyd, Fleming, Mason, Bracken, Lewis and Robertson counties.

The agency also manages housing units for a variety of agencies in Ashland, Morehead, Grayson and Maysville.
