Joseph Lee Marshall - 1938-2010
Joseph Lee Marshall, age 72, of Flatwoods, Ky., died Feb. 6, 2010 in Russell, Ky.
He was born Jan. 26, 1938, in Johns Creek, Ky., a son of the late Oliver H. and Lois Clark Marshall.
He was retired from production and planning at AK Steel, a Christian by faith and a member of Smith Lodge 775 F&AM; of Flatwoods, Scottish Rite of Covington, Ky., Greenup County Scottish Rite and El Hasa Shrine.
Survivors include his wife, Janet Bailey Marshall of Flatwoods; a son, Robin “Rob” Marshall and his wife Patricia of Ashland, Ky.; a daughter, Rhonda Marshall Gillam of Lexington, Ky.; two grandchildren; a brother, Roger Marshall of Northern, Ky.; and a sister, Nancy Hackworth of Lexington.
The funeral will be at 11 a.m. today at Carman Funeral Home in Flatwoods by Pastor Jim Matthews. Burial will be in Bellefonte Memorial Gardens in Flatwoods.
Donald J. Carter Sr. - 1924-2010
Donald J. Carter Sr., age 86, of Flatwoods, Ky., died Feb. 6, 2010 in Community Hospice Care Center in Ashland, Ky.
Mr. Carter was born Jan. 7, 1924, in Kenova, W.Va., a son of the late Jessie and Nora Skaggs Carter. He was also preceded in death by a brother, Levine Carter.
He was a retired brakeman with C&O; Railroad, a member of Bridges Christian Church in Russell, Ky., and United Transportation Union Local 1389 and a World War II Navy veteran.
Surviving are his wife of 62 years, Virginia L. Calfee Carter of Flatwoods; a son, Donald J. Carter Jr. (Linda) of Russell, Ky.; daughters, Janet Shaw (Ray) of Canton, Ohio, and Sandra Kay Pedersen (Jim) of Cody, Wyo.; seven grandchildren; 15 great-grandchildren; and brothers, Jessie Edward Carter of Flatwoods, George Martin Carter of Raceland, Ky., Bill “BI” Carter of Russell and Benny Carter of Flatwoods.
The funeral will be at 1 p.m. Wednesday at Carman Funeral Home in Flatwoods by Mark McKinney. Burial will be in Bellefonte Memorial Gardens in Flatwoods with military rites by VFW Post 8850 of Ironton, Ohio.

Elmo Ratliff
Elmo Ratliff, 73 years old, longtime Grove City resident, passed away Wednesday, Feb. 3, 2010.
Elmo was a part of the McDonald’s Bunch on Hoover & 665, was an avid hunter, fisherman, and gardener and enjoyed the company of his two cats, Piper and Jinx.
He retired from Buckeye Steel Castings in 1998 after 29 years of service. Elmo truly enjoyed his friends and front porch sittin’.
He was preceded in death by his parents, Thomas and Ethel Mae Ratliff; son, Thomas; and siblings, Garland, John, Lyman, Brooks, Everett, and Margaret Ratliff and Catherine Thompson.
Elmo will be deeply missed by his loving wife, Ava D. (Rathburn) Ratliff; children, Bill (Vonda) Ratliff, Karen (Phillip) Fitch, Randy (Pam) Ratliff, Lisa Caldwell and Mark (Christy) Ratliff; sister, Ona Payne; two brothers, Fines (Rita) Ratliff and Jimmy (Marilyn) Ratliff; sisters-in-law, Lori (Sarah) Rathburn-Hutchens and Mary Ratliff; brother-in-law, Danny (Kathy) Bennett; and many grandchildren, great-grandchildren, nieces, nephews and friends.
Visitation was Monday, Feb. 8, 2010 from 4 to 7 p.m. followed by a memorial service at 7 p.m. at Newcomer Funeral Home SW, 3393 Broadway, Grove City, Ohio.
